Draft revised letter to board regarding Montoya board letter
This is the letter that was drafted to put in the board packet. Is this consistent with peoples’ feelings? If you have any objections to the content please respond by Monday Feb, 6 at 3:30 so this can be put in the board packet.
The Tobacco Valley Education Association was sad to see Richard Montoya leave our school district. He was a fine teacher and will be missed by students and teachers. TVEA fully supports the administration in the decision to deny Richard Montoya’s leave of absence as per our collective bargaining agreement.
Member's wishing early termination of dues. TVEA legal response for breaking contract?
If you want to change membership status it must be done August 1-September 30.
See below for specific wording from membership form:
*MEA-MFT membership is continuous from year to year unless revoked by written notice to the MEA-MFT President during the termination period August 1-September 30 of any year. The local affiliate shall notify the employer of specific amounts of be deducted each year or of any membership termination.
Rob will review membership termination policy with Janny Goff.
A member questioned whether teachers were able to get 100% buy out on personal leave like some other employees of School District #13. The following is what was agreed upon during 2011 negotiations and is now a memorandum of understanding.
Bargaining Point 2
Provide payback for unused personal days
Currently staff is entitled to 5 personal days per year with a max of 6 per year by carrying one unused day over from the previous year. Art. 10, Sect. A-1
Agreed Changes
If a teacher uses 0 personal days they will be entitled to a maximum payback for 3 personal days
If a teacher uses 1 personal day, they will be entitled to a maximum payback for 2 personal days
If a teacher uses 2 personal days, they will be entitled to a maximum payback of 1 personal day.
If a teacher uses 3 or more personal days, they will not be eligible for any payback for personal days
Teachers will be paid back for their personal days based upon current salary. Payback for personal days will be based upon a daily rate as dictated by individual teacher contract. Eligibility will be determined at the end of the year and calculated the same as described for sick-leave bank.Art. 10, Sect. A-2

Heading team: Aaron Fortner, Kevin Ruble research, Shelly Moen, Need a middle school rep: Any one interested? Ed Newell was recommended as a negotiator. He was very good in the past. other team members??? Do we want Tom to come up and do a presentation to help guide negotiators?
Create tool to get member feed back for nego items/concerns/desires-Rob
Contribute to comparative data survey with admin.-Do we want to look at what Jim has for a small fee?
Negotiation’s team will research salary across state. This is a decision for negotiating team.

Treasurer's report:
$1726.78 January bank balance.
Expenditures from past years were reviewed. General summary: flowers, dinners for conferences, district shirts, Steinway, geography bee and spelling bee scholarships, negotiator stipends,
Scholarship Balance
Corina-check on balance of scholarship fund and what needs to be paid out for last year’s scholarships.
Transfer 10% from Scholarship fund as stated in contract MOU- This needs to be put on an agenda for General Members meeting to discuss.
Volunteers for meeting with administration on a regular basis. We skipped this. The only person who has volunteered at this point is David James. Put on agenda for next meeting.
Member Dues
Follow up, spur on, team to get comparative info from MEA for other locals, so we can move forward on this decision before the end of the year. Heather Dunn, David James and Stephanie McDuffie volunteered to do this.

Representative assembly:
Yes, we do have an event of the year, several in fact, but the first big, REALLY BIG event will be our Representative Assembly, March 30-31, Hilton Garden Inn, Missoula.-MEA Pays if you want to go. Aaron and David will go.
